the b16 head on the b18c will lower the compression exactly .2.

Yes it will lower compression because the GSR combustion chamber is smaller than the B16 combustion chamber, which as was already said makes for +/- .2 points depending on which head you use.

how much cheaper would be it to be for a b18c1 block swap into an si rather than a b18c5 and what would be the difference if any?

Well the price of a complete B18C1 swap is arond $3,000 and a B18C5 is around $5000 a B18C1 longblock goes for around $1500 and a B18C5 longblock is around $2500 The difference is about 20HP
