Default B18c w/ P28 ECU

I have a '97 EK hatch, acura el front end with a JDM B18c Type-R and P28 ECU.. when accelerating my RPMs will not go over 4.5k and my car seems like its sputtering.. If I shift before 4.5k up to 4th gear, then slow down/shift down my check engine light comes on then I can shift over 4.5k RPMs without the car sputtering. It's almost like there's a 'rev limiter' or somethin.. but like I said, when the check engine light comes on it's like I'm bypassing it.. idk! any suggestions or help? please an thank you.

You have the completely wrong ECU for the car. Get the right ECU. While you're doing that, check your timing.

Pull codes from cel, a 0p28 would have to be programmed to run that motor....is it?
