Icon2 b18b1 swap no start

Im, new to the site, hopefully this post is in the right place. I have a 95 coupe ex with b18b1 swap. I have spark, timing, compression, and fuel pump all are good. Also put new plug, new main relay, and tried to different ecu, and still no start. I've noticed there fuel running out of the headers. I don't have exhaust connected yet. And the cylinders are flooding with fuel causing motor to lock up. What could be going on? Thanks

Is this a new swap that has never run before? What ECU?

The fuel injectors are likely stuck open. How are they wired to the ECU?

Yes new swap, never ran. It has the ls ecu. How do I check if injectors are stuck open.also exhaust is not connected, will that affect it not wanting to start. Don't know if it need back pressure to start.

Remove the fuel rail with the injectors. Do the injectors spray fuel when you turn the key from OFF to ON(II) without cranking the engine?

I will be home in aa hr. I will try that. I have checked them for power and pulse, so I know that is working. And if they are not spraying what else might it be?

The injectors should not spray with the key in ON(II) - only in ON(III) when engine is cranking.

Is spark bright white at all 4 spark plugs?

What are the compression numbers for the cylinders?

Post pictures of the cams and crank with the engine set at TDC1.

Figured it out. It was the fuel pressure regulator that was causing the issue. Thanks for all the imput.
