Default B16b difficulty cold starting & flat spot ~3k rpm

Hello everyone! Any help will be greatly appreciated. This problem is incredibly annoying. I lurk here, and try to read as much as possible!

--Hard starting & flat spot @ 3k rpm only happen when the engine is cold (or not at operating temp).

*B16b
*I/H/E
*Obd2 Prelude Injectors
*Hondata S300

the scenario...
*Key in > Prime fuel pump > Then when I try to start the car, starter spins for a few seconds & the motor starts VERY weak. Often only 3 cylinders for a moment, and the 4th comes in.
*If it sits for longer than 20 minutes, it starts WEAK & misses ~3k rpm. Once at operating temp it seems absolutely perfect.

I've tried...
-Replacing the plugs, eventhough the old ones looked perfect.
-Changed to another used distributer (new cap & rotor)
-New OEM wires.
-Replaced coolant temp sensor.
-Checked fuel pressure, and it was fine. Set @ 48psi

i would do a compression test and come back here with the results then if everything is okay with that a leakdown test would most likely be beneficial

You may have a valve sticking in one cylinder and therefore no compression in that cylinder.

^The Obd2 Prelude injectors were there when I bought the car; I don't see the point in them, as I have a bolt-on set-up...

I will try to get a compression test ASAP

My motor burns NO OIL at all. All the plugs look exactly the same & look very good...

A sticking valve would burn no oil, but would have a loss of compression if it doesn't seat to the head properly.

Update: Did a compression test today...The motor was not quite at operating temp, sat for 30min before I tested. I noticed on the ceramic part of the plugs there's some rust, you can see it in the picture posted.

240/200/220/170(added some oil & re-tested this one, 240)
*on the cylinder that tested low, the base of the electrode(?) had some gunk build up, the others didn't.
*I've also never adjusted the valves since owning this car either...
I am a novice, but I am pretty sure this isn't a good sign.
