USDM b16a with I/H/E can range from 140-150WHP. Depends on the car, and equipment you choose.

My fiancee's B16
A2 with i/h/e and HASport-chipped P28 did 143whp with 102 ft-lbs. of torque.

My pal's second-gen B16A (170hp) pulled 151whp with only mods being Dc header and exhaust with the airbox pulledm open on that run.

Airbox on it pulled 149whp.

My second gen B16a(170hp) pulled 155.2whp with I/E and skunk2 chipped ECU.

Now with CTR cams,ITR valvetrain,APEXI VAFC and AEM cam gears with above mentioned mods hoping to hit 165-170whp.

I never had a 2nd gen, but back in 96 when I dyno'd my old 1st gen B16 with I/H/E and sprockets, it hit 155hp, 112 tq.

...then you had the strongest B16a I've ever seen with such mods.

I'm thinking the previous owner put cams and/or some other unknown mods, because those numbers are way high for a first-gen B16A.

I think it was actually the tuner. Aries Dizon of Dynamic Autosport is well known for making power. At that same time, my friend was dyno'ing his 4 door w/a 1st gen, I/H/E wired up to the newer gen 2 ECU and a milled head, he made 161 w/116tq. Tuners are everything.

Very true. A few months later I redyno'd at AEBS, an in ground dyno, and with a bigger, 4-1 header, it was a prototype from Hotshot, and was making 158hp, but 109tq, possibly the header, but I can't say for sure.
