yeah...JDM ECUs are governed @ 115 I think.
If you're running an "untouched" JDM ecu and still going past 115 then:
1.) It really isn't the JDM ecu?
2.) It was chipped? Because you know all those dudes in Japan chip their shiet, anyway.

I have had mine doing 140
EM1's are not speed governed
Anything else is I think to about 120
A guy in town Swapped a JDM B16A into his CDN SI (US EX) it tops out at 190 KM (118 MPH)
Twice I have my Speedometer wrapped all the way round to 230 Km/h (approx 140 mph)

This was with a stock p30.
If I maxed out 4th I could get the speedo needle to go to about 7 o'clock. I dunno how fast that is because the last line was at the 190kmh mark. Wich would be about 5 o'clock.
If I didn't redline fourth and shifted to 5th say at 5krpm's the car would cut out at 180kmh'ish.
I think the limiter can be bypassed in 4th because you can go faster than 180kmh at redline.
Here is a photo. For your entertainment. Top of 4th going 190ish.

Hilly would be good. Both times I have hit 140 has been on slight downhill grades.
Nothing super steep that would really help the car but nothing with a flat or a uphill grade which would impede it.

I personally was just testing my car's limits. I do that with every car I have owned.
I have to say it is a bit hairy doing 140 MPH in a Civic.
I did it once before I installed my springs and once after. I have to say after installing it was more confidence inspiring.

Just relating the experience I have had.
I have talked to guys who own Lesser model civics (a EX and SE) and they told me they cut out at 190 KM/H
