Default b16a OBd2b Secondary O2

i am trying to gather some pointers on how to solve this issue.. im helping a friend w/ his '99 si..(im new to the obd2 thing, my cars are all obd1). He just got the car and is trying to get some gains out of it.. so he put the norms, but to me it feels slow as ..... i kno its got to do w/ his stock exhaust.. ok.. on my lil bro's built b16 we used 2 1/2inch piping w/ 3inch resonator and a straight through muffler.... it made a big improvement over his previous civic type r exhaust set up..

now i was wondering would that be "overkill" for a pretty much stock b16 w/ intake, header, and an eriks racing ecu?... what do i do about the secondary O2 sensor? i've searched and heard of some options like a simulator and wiring a switch to make the ecu "forget", but i want to kno what works... this kids car is mint.. surprisingly what i like to call a "virgin" and i dont want to start hacking into his sh.. unless it really works.. any help is appreciated
