Thats just retarded. New valves and you didn't do an adjustment?

That thing should have CEL's all over by the sounds of it. Fix what you know needs to be done before you ask what it could be.

Check to make sure none of your spark plug wires are mixed around. Also check to make sure the injector plugs are on the right injectors and and check to make sure your tps and map plugs are mixed up.

Leaking out the throttle body is a valve problem. I'm willing to bet its entering in the 4th cylinder thru open valves also.

Valve adjustments being off can cause valves to be slightly open when suppose to be closed.

Well, lets see here. When cylinder 3 is at TDC on compression stoke(which is what you should have it at to do a leak down) cylinder 4 should be at the bottom of the intake stroke wich would mean the intake valve would be open. I guess a possibility would be a bad leak between the 2 cylinders.

I'm not sure but a b16 head can be modified to work on a Ls block so I'm sure you can go the other way with some modification.
