You can rev past 8.5k. I'd imagine there are different fuel maps or something of that nature, but I don't know much about it and don't have specifications handy. If you don't have an ECU for your B16A or just have a normal p28 from your old motor, definitely get the chipped p28 over the p30.
W/ my P30, you have to worry about knock sensor, and I hit fuel cutoff at 120 and thats just no fun
EDIT: Doh, forgot we were talking about the ITR ECU. Disregard this post, I knock jack **** about the ITR ECU.

If you don't have an upgraded valvetrain (I.e. stiffer valvesprings and Ti retainers) you won't be able to use the higher rev limit anyway. I wouldn't rev a stock B16A to 8400rpm without an upgraded valvetrain.
Chipped p28 and a V-AFC are sooooo much more versatile

I take mine to 8500 at least once every few days. I know I'm asking for it, but an upgraded valvetrain is on my "things to do" list for the summer.
