Default B16 is sorta screwed up, and need some help...

Ok well my head is pretty screwed up and i need a quick fix, so im either going to get a jdm b20 or an ls motor...First question is, with minor bolt ons which would be faster in the 1/4...Second question is which ecu should I use with the b20? I was plannning on buying an obd2 to obd1 conversion harness and using an obd1 ls ecu, Would that work out alright? Oh Im going to be using my b16 tranny...Over winter i plan on building whichever one I get...TIA

EDIT- I know this should probably be in another forum, but its going into me em1 and I like this forum better than the others, mods feel free to move it if necesary, but I just feel at home here lol

some how the cams werent getting enough oil and they seized up in the head, causing the timing belt to spin on the cam gears and rip...the rest of the motor is fine, there is just some metal shavings in the head and some grooves in the cam bearings...I called a maching shop and they said it is fixable if the damage isnt too serious, and it will be about 300 dollars to fix...Oh and yes my car had plenty of oil, so that wasnt the cause...
