b16 oil pressure problem

b16 oil pressure problem
using the front oil galley for readings, the one in front of the head.... above the header
oil pressure at idle
2-3psi
oil pressure at 3k rpms
10
oil pressure above 5k RPMS
25
the gauge im using is an autometer electronic oil pressure gauge... all connections are GOOD
things ive done already
checked for the dowel pin and o-ring in the center of the head
replaced the oil pan and pickup used all new gaskets
checked for any other leaks on the motor
used 3 different ECU's..... stock p30, chipped p28 and current chipped p30!!
replaced the vtec solinod assembly with 2 known working ones
IM stumped!! any info would help
im thinking it might be the oil pump.... but if it was bad i wouldnt have any oil pressure.... any help would be apperciated!
AND YES THERE IS OIL IN IT!

Can you check press at sender unit just above oil filter,with same gauge? I believe port above header is for vtec solenoid/actuator, engine needs to be above 5000 rpm to actuate vtec, you should be geting a lot of rattle noise w/o oil press, look in oil filler hole for a quick check there should be lots of oil flowing w/ engine running, check plugged oil pickup screen ,stuck pressure bypass valve,or very worn main or rod bearings.
