B16 in to EG

B16 in to EG
I'm asking this question for a friend.
He has a 95 Civic EX. Bought a B16a (Sir 2) swap and dropped it in. Plugged everything up and then he noticed that he has an extra plug. It's behind the intake manifold and will plug into the EACV. These are 2 identical plugs, coming out of the same group of wires. Anyways, there were 2 places on the old z6 for these plugs to go to and just 1 on the b16. He used the z6 wiring harness, i dunno if that was the right move or not, but he said the harness that came with the b16 would'nt fit? The only thing i could think of to do is to make the b16 harness fit. Figured i'd ask on here and see if anyone could point him in the right direction. Before you flame, i did try searching.

the SIR 2 harness will not fit it is set up for right hand drive
the JDM swaps I have done do not need that sensor plug the bad dog up and run it then wait for CEL if no CEL then you are fine. we have that sensor out of plenty of OBD1 cars no problem.
Yes using the old Z6 harness makes it go in like butter

The problem he is having is that he can plug one of those 2 sensors up and it'll rev up fine in neutral, but when he drives to drive it, it bogs and tries to die. Then if he switchs plugs, It'll drive fine but if he tries to rev it in neutral it'll only go to 3k. This is not an exact description of the problem because it was told to me in a 10 min coversation and i hav'nt really inspected the car myself so please forgive the generalizedness of the question. Any more ideas?
