Default Autocross 97 ex

I'm building my 97 civic ex to autocross. I have a set of Azenis RT-615 and a CAI. I've ordered brakes so now all I need is some hot springs and coil overs. Spoon makes a set that seems fairly affordable. Should I go with the spoon or is there something else out there that I really need? Also is it true you only get 12 horse from i/h/e thats what an issue of honda tuning said.
