Auto Trans stuck in 4th?

Auto Trans stuck in 4th?
Im trying to help out a cousin who is having trans issues on her 96ish civic. I noticed the d4 light flashing and after checking the codes I got the following.
p0758
p0700
I know one of these is trans stuck in 4th and the other is the shift control solenoid. I figure this is a common combo and I was hoping someone could point me in the right direction quickly. This weekend I will go check all the fuses and plugs. Other then that should I consider changing the shifting cylenoid? Is this on the outside of the trans housing?
We changed the ecu but I didnt pull the fuse to clear the codes. With the new ECU the car still is stuck in 4th but d2 and d3 work if you put them in manually however there is a loud clunk and it feels rough when it goes into gear.
Im a manual guy and dont really have any experience here.
Any input appreciated.

P0700 is just a generic trans problem code. This code in and of itself doens't mean anything, it needs to be thrown before any other trans code can be thrown.
The other one means that either one of the lockup or shift solenoid gone bad, disconnected, or there is a wiring issue. Or the trans is bad. (usually it's the second option)
