High color temperature kits exist...at a recent lighting show in Taiwan, they already have 12,000K kits in the works. Of course, they won't be white, and they probably won't light up the road that well. The ebay hype is that "OEMs come with 7000K or 8000K HIDs, our kit is 10,000K!"
Basically, it's buyer beware. It's best to see what other people already have in person. Pictures and video can't do lighting justice.

Gwad I hate most of HID kits sold on eBay I probably seen one legit HID kit that was priced very resonable. Other then that, they charge you $20 for shipping, with less then 90 day warranty (sometimes none!) What rip offs...

Also, tinted bulbs generally have a lumens output that's less than a standard bulb, due to the simple fact that the tint is subtracting some of the yellow spectrum from the total light output of the bulb.
