If I'm guessing right you mean a bar that connects the driver and passenger seat belts. You can get these Racer Wholesale. Just measure the distance and get a size that will fit. You can make your own camera mount with homedepot parts.

hey man, yea sparco makes the harness bar for 92-00 civics. you can get them with or without a fire extinguisher mount. send me an email and i'll give you a quote when im in the office tomorrow. as far as a camera mount, grab hardwarte from home depot and rig something up, then you'll be able to mount it exactly how you want.

http://www.ioportracing.com makes one as well. The Sparco one is pure bling and grossly overpriced at over $400. You could get a AP rollbar for that much money...
