the vafc is a vtec controller Safc isn't. As far as anything else i don't know cause they are both air fuel controllers.

the vafc is ment for hondas and the safc is for non-hondas

There's no need for both, though I've seen a 300 zx with a S-AFC and and AFC-R. AFC is just fuel curves. The V-AFC and AFC-R just have addition controls besides the fuel settings.
