so my buddy is saying that for the intake arm (from intake box to throttle body) that the 96-98 is different than 99-00 and that 99-00 one has 3 "ports" for lines to hook up to. Anyone confirm this?

thats what I thought, cause I have a 99, but I bought a 96 airbox assembly cause it was real cheap and now im lacking a third port.

If you're budgeting I'd recommend drilling before looking for a newer one, then you can wait while your car's still 100% functional until a good deal falls in your lap.
