lower tie bars are manufactured aren't they?
Yes, the lower tie is even more important once a sway bar is bolted on back there.

if its a good bar it will help. stay away from dc. any bar should help the suspension. sway bars are to help tires stay on the ground and eliminate body roll, other bars help the chassis stay rigid.

I'm using both tie and sway, front and rear, and they made a huge difference in my cars handling. I love them.
