if a turbocharger description says its capable of 450hp, does that mean the turbo charger can handle 450 added horsepower to your stock, or does that mean it can only handle 450hp total hp counting your engine?

only 16 years old, trying to learn more about turbo/boost before i try anything on my sol. thanks guys.
