Another idle problem

Another idle problem
97 hatch w/ b18b1: car Idles high (around 13-1500) and really rough. When im driving, ill let of the gas and the car will stay at like 2-2500 and the car still drives like im still pressing the gas, if that makes any sense. Anyways any ideas?
