AM i over doing it??
Im getting a JDM D15b vtec and would it be a good idea to get all new gaskets?
The motor is guaranteed to have 60k or less with most likely 30k or less.
Am i going over board by changing all the gaskets before the swap?

its never a bad idea to replace gaskets, in my opinion now would be the best time to do it. The motor is not in the car making it easy to access any part of the motor instead of craming your hands down into tight spots etc.

since you're getting a new engine for the car, and truthfully have no knowledge of how it was treated before you, i would say changing all the gaskets would be a good thing to do.
you wouldn't want to build a building on a shoddy foundation, would you? same applies here. make sure your base is strong before you go adding mods and other things.

SO i guess my nex t question would be;
WHich gaskets to use? I was told to use a d16 gasket on the head, but what about the other areas such as IM and exhaust manifold?

I'm gonna go against the crowd on this one. I wouldnt change the head gasket(if its not broke dont fix it), if the gasket/seal is not leaking then i wouldnt worry about it.
Now timing belt and water pump I would do.

if you feel like ripping down the motor then knock yourself out, is it necessary? Prob not unless there is an obvious problem.
Timing belt and water pump are crucial to making your engine work, if the timing belt goes the motor goes.

yeap. i'd do the rear main seal, waterpump, t-belt. the headgasket isn't any harder to do while the motor's in the car.
