Default Alignment on 98 lowered Civic Coupe

Ever since ive lowered my civic i cant get it to align out right. Since i lowered it ive also put blades on it and a set of new tires. The rims didnt appear to be bent when i was balancing them. And tires didnt road force high (type of balancer we have at work that will tell you which way a tire wants to pull). Problem is though, ive align and align it over and over. Everytime it comes out the same way. Pulls right instantly. Got a camber kit and everything, everythings in specs. Something i was wondering though, the 98 civics toe is pretty high. Rear positive 10, and front positive 5 is spec. Thats what i have them set at. Do alignment specs change after you lower your car? If not it either has to be tires though ive never seen tires pull this bad. Got a pair of nitto extremes. Feels like its just out of alignment, and no matter what i cant seem to get it to go straight. At first thought i had some internal power steering rack damage. Its wierd because you will be cruising and holding the wheel let off it stays centered. Tap it on either side and off sets to the right horrible. Anyways give me your thoughts? Might jsut be my alignment rack at work also its kinda of a piece of junk. we always have problems with steering wheels being off center and all kinds of stupid stuff.
