Aftermarket Headlight Problem

Aftermarket Headlight Problem
I have a 97 Civic EX. I have owned the car for just over a year. I purchased it as a commuter car for my job. The car was stolen last summer and recovered the next day with the stereo, tires, wheels missing. I had everything replaced by the ins. company which is all good. Over the winter I have been having problems with my headlights burning out. I have been replacing them as needed. This time I went from 70 watt (blue color) to 55 watt (clear)as that was a suggestion as to what may of been the problem (too much heat). But now I have no power to 1 side the high beam and the running light work on that side. I am wondering if anyone may have an idea of where to start looking. There was a little moisture inside the headlight enclosure and that was a theory. I have since dried it out and added some sealant around the edges where it looked like moisture may be getting in. Which I believe accumulates due to the fact there is no heat on the inside to keep it warm and dry. Any help would be appreciated. Thank you.
