Default Advise me please...

I have a B series VTEC and would like to know what are the symptoms of a distributor failure? Is hesitation and stuttering on steady throttle a symptom? I need help badly. I just got my car inspected by a professional tuner and he said my TPS might be faulty but the hesitation occured only once during his test drive, therefore he was unable to monitor the TPS voltage readout on my PowerFC hand unit. The car was particularly bad today so I took my handset and monitored the TPS voltage during hesitation with steady throttle position. It was constant. The pro. tuner advised me to replace my TPS. But could it be my distributor? How can I confirm this? Can someone please advise me.

check your plugs, wires, cap/rotor first.

How do I check my wires other than from visual inspection for cracked insulation? What should the resistance readout be on a mulitmeter? How do I check the distributor? The cap and rotor looks okay.
