I'm not really following what you're asking, could you re-phrase that?

holding a rev at a stand still, the rpms go up and down almost like a vacuum leak, but my idle is fine. i have a 94 ej1 with a 97 b16b swap

Um, So i take it you checked for vacuum leaks?

Did you try the regulars? Fast Idle thermo valve, Throttle body, and Ide air control valve?

I wouldn't necessarily swap them, but I'd make sure to clean it out with carb cleaner.

Are you sure you have the correct ECU?

before i had a jdm b16a swap and used the jdm ecu that came with the swap, unless the b16b parameters are different. but i sold my original d16z6 ecu and my ctr ecu (figured i didn't need a obd2 ecu).

Possibly, ive had problems with the map before, related to the idle as well. So you are sure you arent getting any Check engine lights?

yes, if you're running a K&N filter it's probable that the oiled filter may have clogged up the sensor. Might want to check that out as well.
