To troubleshoot the problem you need to buy or borrow a set of manifold gauges to measure the refrigerant pressure on the low and high sides.

Do you have an R12 system or has it been converted to R134a?

The stock 93 Civic came with an R12 system, right? If so, what do you know about the R12 to R134a conversion in your Civic? Was it done correctly? Again, low and high side pressure should tell you where the problem is.

I don't think those cheap conversion kits are reliable.

plus if it was converted to r134, they also recommend changing the ac drier. i had the same problem it ended up being the drier, becuz when it was converted both of the fluids got mixed and ended up contaminated.
