ABS problems

My 96 Civic has some problems with the abs.
You press the brake hard, tires WILL lock up, but there is no ABS light, it preforms the check and the bulbs not burnt. ANyone had this problem before?

no I changed them after the problem and i bought ABS ones, had the ribs on it

Just had my car looked at for an estimate and the stupid ram and its stupid driver did 5600 in damage. Im gonna buy it back and fix it myself, but im still pissed. Meh atleast I got the yellow 93 I can drive till shes fixed but its winter bad time to be driving my project.
