Default 99 Civic Throttle Cable TOO Much Slack

So I was cleaning out my IACV and took out my whole throttle body to make the process easier. In doing so I removed my throttle cable from the body WITHOUT touching the adjustment nuts. After all that I put the throttle body back on and put the cable back on just as i had found it and the accelerator now pushes down with almost no pressure. I searched the forums and found out how to adjust the tension on it but for some reason, no matter what I do I cant get even a little bit of tension on my cable. And im 99% sure im doing everything right. Although when I tighten the locknut too much it ends up sliding off the right side of the cable bracket which is why I cant tighten it down too much. That boot on the end of the cable also snapped in half but I dont think that should affect tension at all. Any help is appreciated! Ill be putting pics up in a second.
