99' Civic, Speedometer or VSS problem?

99' Civic, Speedometer or VSS problem? *EDIT* Answered, NEW question!
Hi, I own a 99 Civic DX (manual, 182k KM). Lately the speedometer has been working intermittently. When I start the car the needle will jump to ~30 kph (~19 mph) and stay stuck there. After driving for a bit sometimes the needle comes back and works properly again, sometimes it just stays stuck. Thankfully I know how fast I'm going due to the years of driving it and the RPM's/gear I'm in.
Now I'm wondering if any of you know, would the problem be my instrument cluster (since it works on and off) or my VSS? I want to buy the right replacement parts and not waste my money lol.
Gauge run down:
-Tachometer works 100%
-Speedometer intermittent, more off than on, obviously this makes my odometer and tripometer intermittent too.
-Fuel and oil temperature gauges seem to be accurate as well

Hey thanks for the replies, sorry I didn't get back on the CEL codes, I lined up a new replacement instrument cluster for cheap the same day as the post so I figured I'd just try that first.
And it was the speedometer on the old board. New one works like a charm.
There is one problem though, the new one was off a CX model I think and so it has no tachometer (just a speedometer in the middle, an oil temperature gauge on the left, and a fuel gauge on the right circle). Also the mileage is higher.
This is my old instrument cluster I pulled out;
My new question is, can I Frankenstein my old gauges with my new cluster board? Like can I take my old gauges out, odometer too hopefully, and screw them onto my replacement? The clusters are near identical, same three plug ins on the back, but some details are different here and there on the back.
If anyone knows if this is possible or not thank you very much.

Here's an easy solution
Haha that my personal setup but on a serious note...I'm Pretty sure you can swap out the tach gauge(requires some rewiring and other stuff) but i'm pretty sure it can be done. Just look around HT for a DIY or something. I'm Almost positive i saw something about swapping gauges on here.

I started pulling out my gauges on the dead one anyways, but I wonder..
Would it be just my speedometer board causing the problems? Or the whole cluster board?
