well this is not for me. my friends 99 civic's driver side wheel doesn't spin anymore after it got hit and run i mean sometimes it spins sometimes it doesn't..he took it to car-x they was like it was like something with his ebrake line or something..but chargin ****en 400$ .. anyone run into this problem before? something is up with the ebrake line or smoething forsure though. now it doesnt do this anymore since its getting warmer but when its really cold it doesnt spin at time..

Check the placement of the axle. Make sure it's all the way in. Sounds like he drove into a curb...

axles? no he didnt drive it to the curb he parked it outside at this place and next day woke up have a big hole in bumper and a dent on quarter panel . their are no axles in the back..if i'm wrong..
