Default 99 civic lx lights pulsate

hey guys. I have a 99 civic LX 1.6 auto with just under 130k on it. Its my daily driver and 100% stock. use to be my sisters and last year she bought a new car so I started driving it and doing small maintenance stuff to it to make it a reliable DD. Ever since I started driving it I notice the lights flicker or pulsate when its running. not very noticeable unless you really pay attention. Iv check all the grounds and cleaned them all and also checked for any worn or shorted wires (especially under the intake manifold) but I didn't see anything altho I didn't take it off because that's a PITA :-P. No other issues and runs 110% besides the flickering. Wondering if you guys encountered a fix or something I can try or if I should just cross fingers and throw an alternator at it. thanks! can take a vid of the issue if it helps

Check fuse 15 with a multimeter to start.

It's for the ELD, among other things. It can blow without throwing a CEL, and cause the problem you're having. There are a few other things that can cause it, too, but checking fuse 15 is free and easy.

I had this problem and it was my alternator. Isn't the ELD integrated into the alternator? It's a good time to clean/check your grounds as well

The ELD is part of the alternator, but a fuse is a hell of a lot cheaper to replace than an alternator, and easier to test.

I had this same issue. If fuse is fine, replace alternator. You can get it for around $50-60 from advance auto parts using a 40% off code. I think its TRT41, google it.
