Default 99 Civic/B18b1 swap - doesn't run great and throws TPS code

Hey guys, I just took my car for a ride since installing a b16 head on my ls bottom and it doesn't run that great!

History: I'm not a mechanic and have been learning as I go. I had a b18b1 installed in my 99 civic sedan about a year ago. Since then I wanted to turn it into a lsvtec so I researched like crazy and tackled the project myself.

Symptoms: car seems like it wants to die at idle and has died the odd time. There is a little vacuum pin port at back of intake mani that I have to leave open or it won't stay running. Car sounds rough and seems fairly powerless. At about 5k rpm the engine bogs and engine makes a high pitch noise, not squeal.

It's throwing a tsp cel so, I thought this might be the issue so I did a search and learned how to check it. I got a multimeter and here's the numbers I got: continuity- 10
Throttle closed- .48v
Throttle open- 4.4v

The throttle open seems a bit low could this be my issue?
I'm stumped and could use some help, any help would be appreciated! And foe the record grumblemarc I've done my research lol

Correction- cel is Tps not tsp lol
And numbers were- ground = 10
power = 4.9v
And signal same as posted before

Oh, I should also mention that the vtec is not wired up yet and ecu is not chipped, I will be bringing it in to have this done but wanted it running right before I do!

what ecu are you running? check to make sure your iacv is working since it wont idle.

Honestly, I don't know bout the ecu, I only know that the guy who did the wiring said it could be chipped for vtec!
The car ran fine before changing the head, I cleaned the iac out today just to try it but didn't change anything!

Make sure you didnt mix up the tps and map plugs. It will run like crap if you have those swapped.

What doesn't make sense to me is cel, how can I get a tps code but when I test the numbers they say different! I don't get it!
