I assume the OP is talking about the rear lip from a 99-00 CTR, which would be a hatchback.
The lip posted above is obviously for a coupe, and I believe its the optional Si lip, which obviously wouldnt fit the OP's hatch.

i think the reason why b16b_coupe posted his info is becuase OP said 99-00 not EK9 type-r. 99-00 assuming its a coupe/si.

wat? that made no sense
the only real way to know for sure is to get under the car and look at the underside of the lip, if it has all the mounting tabs than its real. The replicas come with a set of screws you gotta drill in yourself.

Not necessarily an Si lip, it was optional for the lower trims as well.

Fake ones are just bolted on around the fender well and have brackets that help support it.

I dont think there is a jdm rear bumper. The CTR hb rear lip will only fit a hb bumper. The 99-00 Ek/Si rear lip fill only fit 99-00 2dr/4dr rear bumper. 96-98 rear lip fill only fit 96-98 rear bumpers. OEM Honda lips have mounting tabks inside.

There are JDM rear bumpers and rear lips.
The "Si" rear lip (which as said before, was available as an option for any US '99-'00 coupe) was available in Japan on the EK4 sedans I imagine.
