Default 99-00 Civic Si limp mode

Hello all- I have an issue with my 99-00 Si going in to limp mode. A little background. It is a dedicated racecar. Has been all of it's life. About 35,000 miles on odo. Rules require basically stock drivetrain. Took it to a track day. CEL on from moment I start the car. Made about a lap and went into limp mode. 3000 RPM. Would "limp" for 15-20 seconds then run fine for 5-10 seconds. Did this all the way around the track. I did not take note of the engine temp or RPM it was at when it went to limp. Also, speedo not working and it worked fine last season. Driving car on and off trailer was fine. Once home I found what I believe to be the signal wire from the vehicle speed sensor (VSS) plug not connected to anything on the other end. Found the same color and gauge wire coming from the ECU in passenger foot well with other end not connected to anything. I connect the two thinking I have a simple fix. In a lap around the neighborhood speedo still not working. did not go to limp but not sure if that was enough time/temp/RPM for it to happen. Assuming speedo and limp are related. Cannot read the trouble code. Car will not talk to code scanner through OBD port. I verified scanner is working properly on other vehicles. Tried jumping the plug in the passenger footwell. Followed online instructions. CEL will not blink, stays steady. Some additional info: Online resources say limp is 3500RPM but car held constant at 3000RPM. Also read online that VSS or VTEC limp would be a "soft" limp and limit to 6800RPM. Voltmeter reading on plug for VSS (key on) shows 12V for power and 5V for signal. I believe these are correct values. Sorry for the long post. Hoping for a solution.

Are you running a jumper harness and OBD1 ECU, or are you using the stock ECU? Show us the plug you jumpered.

solid cel with no flashing if jumpered correctly would indicate a bad ecu.

Does an OBD2b blink out codes? I thought that function was taken out after OBDIIa.

Regardless, not linking to the scanner is a fundamental problem with the ECU or nearby wiring.

yes, they can be jumped just like the 92-95 civics.
