Follow the instruction from this thread which is for a EG written by Weaksauce.org which is who I got all my Momo Tuner wheel, short hub, version 2 quick release and lock setup from!

For a 96-98 Hatch remove the black plug from the SRS hub and plug the wire into the connection inside the plug. There should only be one contact point inside the plug which is the blue wire running to the plug. Now run the wire so that it will touch the back of the short hub. If you wired the horn button correctly "once you connect everything" the horn button will sound the horn.

The wire placed so that the short hub will contact it. I may need to use a larger piece of metal later but so far it works fine.

I used a peice of tape to help insure the wire stays in place for now I'll fab something else later. Most likely I will use that hole to the left of the wire and hold it in place with the screw that came out of that hole and make it slant to the right to touch the back of the short hub.
