98 ej dx window roll problems and what is that black piece called?

Default 98 ej dx window roll problems and what is that black piece called?

I opened up my door assemble to try to fix an issue with my manual roll up window. The window will roll down but has a really hard time rolling up. As I get higher the gears slip and the window won't go up. I thought it was a problem with the gears but the assemble us hard to get to. Any ideas? Also what is this black piece that is outside the door, some type of seal. Mine are toasted and would like to order new ones. Where do I order it? I called my local Honda and they told me they can't order it for me. I'm not sure if he was just dumb or my discription was way off.

"window moulding". as it's listed on the part diagram of the window.
