98 civic horn will not work

98 civic horn will not work
ok ive looked everywhere and read alot on this problem, none of witch has helped.
i have a 98 civic, the horns not working on. it had some hack job "wire tuck" done to it so i went to the junk yard and got a hole new harness for it out of a 98 as well. i plug it in and all the lights and everything work on it as they should i got to hit the horn and nothing.
relay under the dash is work properly, so i know its not a button or relay problem, tested the horn its self strait from the battery and it works. i checked the fuse under the hood it works, and is good, if i take it out then the relay will not click.
i do believe it has an SRS light on the car now believe its for the drivers seat as the wires for that are missing the plug and not pluged into the seat anymore. might be for something else im not sure. i dont know how i would check if its something else (steering wheel ribbon) but like i said before i can hit the buttons on the wheel and here it click so i know its getting the signal....
Please help me out here i hate not having a horn the finger out the window doesnt do much at night and people cutting me off

your thinking to much into this, this is basic wiring..
step 1 Q&A
- When you press the horn button DO YOU HEAR A CLICK? if so your relay is ok.
If you do NOT hear a click replace the relay
after that is complete step 2
do you have power at the horn using a multimeter or test light? Have a friend hold the horn button down while you test for power. if you have power and the horn don't work check the ground wire, that might be broken or disconnected.
If everything is fine you have a solid ground and good 12Volt power you have a bad horn.

no power at the horn plug.... tried using a small light( old x mas light) and nothing.... so now i have no idea where to look .... grounds are good, factory spots and all cleaned (sanded contact areas)

but if i hit the buttons on the steering wheel i can hear it click (relay) witch makes me think that its not the clock spring as its getting a signal from the button thru the clock spring to the relay
