Define "nice."
Op, you should browse the suspension forum, the appearance forum, and the build threads in the build thread forum and get some ideas.
That's the best advice I can give anyone who is unsure as to where they want to go with this hobby.

Well the fart can is the equivalent of the hockey card in the bike spokes when you were a kid. It serves no purpose other than to make annoying noise. No preformace gains what so ever.
I'm surprised you didn't get flamed harder for it.
Anyway. I'd say go out to some proper Honda meets. Talk to people, see what they've done, how much it costs and if they are happy with it.
I'm glad you joined H-T and are asking questions. Least this way you won't end up pasting any more tacky crap on your ride. Seriously props for asking.
The clean look is in. Go to google images and type clean Honda. Give you an idea of clean.
Window tint, debadge, and a paint restoration/detailing will do wonders for your cars looks and not break the bank. Just don't cheap out on the window tint, get the quantum. Good tint job costs like $ 250+ and is guaranteed for life.
So keep reading, searching and asking. I mean I researched tires for months before I decided on my Yokohama ad08's. I googled that **** to death.
You also need to know what your end goals are. I'm never gonna sell my Honda. Cause I know I'll never get back the 30 grand I've put into it. If It gets written off, I'll just buy another one and transfer the surviving parts over to the new chassis.
So take your time think about it, you may just want to spice up your ride or if your really into the hobby you may want to go ***** out and build a super car.
Best of luck with whatever you decide.
Oh ya don't put heavy chrome rims on a 4 banger. Save them for torque monsters.
Never cheap out on mods. Better to have less mods of better quality.
And never favor mods over routine maintenance.
Welcome to Honda tech.

Re: 98 civic ex - need ideas on how to make car look nice
I was just messing with him.
The thing with fart cans is they really give these cars a bad name. They're loud and gawdy. They just don't look right.
------
What sort of budget number are we talking here?
Don't bother with strut bars, they're not a 'best bang for your buck' type thing. Actually really don't do much.
A properly setup suspension will do 10 times that.
And our cars run shocks, not struts.
Don't let the lack of money of money get you to buy cheap parts.
Hold off and do it right first time.

i wouldn't lower it i had two lower civic and they suck when u need to get under it to repair something or driving on bumpy roads, speed bumps and winter, i had to use to jacks one really small one and one a bit bigger just to get under it and change the oil it takes time and will **** u off. Ramps don't help at all, but it's all up too u do u want it to look nice or do u want to be able to drive it with out worrying that u might rip ur bumper off?

There's a lot of options in between 4x4 stock height and slammed to the ground.
I have 0 functionality problems with my car:

+1 on the clean look. i also just bought i civic ex, my plans wire tuck oem lips, adj coilovers, lowering top hats, camber kit, some low offset rims and pulled fenders things that i have already done 2000 taillights blacked out headlights and dericed the engine bay.
here are some pics for inspiration on a budget.
blacked out stock head lights
clean engine bay, put in the oem air box in painted the chrome intake and strut bar and painted the vc.
painted steelies idk if i like them yet a little to ricer to me.
my inspiration
my miata, wire tucked most the time it is slammed i have broken two oil pans getting ready for paint and 15x10 wheels
and a sweet civic

Top hats will not change your ride.

1.5-2.5 inch drop... white wheels or polished 15 or 16s wheels low pro tires or black rota slipstreams. thats all you need. honestly besides having clean paint job . i personally d think fake jdm is tasteless and makes a car look ugly. less = better simple and clean

Re: 98 civic ex - need ideas on how to make car look nice
These will do nothing to stop the vehicle from bouncing. IF the car is bouncing it's because the vehicle under dampened.
IF the car is bottoming out, you need higher spring rates, or you need to raise the car up.
When you lower the car, you need to increase the spring rates, or you'll risk bottoming out, as well as hitting the upper control arms against the shock towers.
You need to do some research.

Indeed. Top hats won't make your car lower, they will allow your shock rods and suspension geometry to travel further. Much farther and you're banging your UCAs on the frame.
