98 Civic DX/Y8 swap - CEL doesn't work

98 Civic DX/Y8 swap - CEL doesn't work
whats up all. long time lurker here
anyway heres the issue, my CEL light has NEVER worked since I bought the car. I havent really cared until now. Things I have already checked and seem fine:
fuse 15 under dash
The engine wire harness is not rubbing on intake manifold
tried new bulb in existing cluster
tried entirely different cluster
No dice. The only thing that Im scratching my head with is this
Now it could be completely unrelated but im curious. These two plugs are just hanging; not connected to anything. Are they the primary and secondary o2 sensors? thats the only thing I can think of. I know I dont have any o2 sensors currently connected so thats what im thinkin they are. I just want things in order because I want to start doing more work on my car besides basic maintenance (oil changes, etc) Thanks fellas

What motor, what year car, which model?
Need that information. Looks like a y8. If it is, then yes those look like are 02 plugs
. Knowing wire colours would definately confirm.

Affect as in be the reason your cel won't work? Nah. But the cel should be on for the sensors. Is your car driving ok without the primary o2? Mine ran super rich when i didnt put it back after changing my exhaust.

yeah it drives fine. I just wanted to figure this out because its annoying and I want to start pulling codes and stuff. I know you can pull codes without it but I just want it to work! lol

nope doesnt illuminate at all. Also my turn signals blink really fast both inside the cluster and inside the actual headlight housing not sure if the issues are connected.

start with one problem, then go to the next. You'll get confused otherwise.
both your ex and dx wiring havepin e5 for grounding of the circuit. You need to check fuse 25..(7.5amp) to see if its good, also check for power at that fuse with a VOLTMETER (not a test light..those are useless. Compare that voltage with actual battery voltage with the key on.
does your brake light turn on in dash? oil pressure light?

pin a18 if I remember correctly is where your ecu ground driver is to complete that circuit. backprobe that pin to see if you have voltage also. (put ground lead on a good ground somewhere. Compare that to your other voltage readings above.

Check whether the CEL blub socket gets constant battery voltage with the key in ON(II).
You can also pull the CEL codes with a code reader. AutoZone does this as a free service.
