What is the history on the A/C unit? Where are you located (temperature wise)? Does the condenser fan run? Do you get cold air when jumped?
These systems have several things that may stop the unit from working.
If the compressor only works when jumped (and provides cold air), you may have an issue with something controlling it or signaling it. We need to know the year and model of Civic you have to best assist. It can be an issue anywhere with the blower switch, A/C button, ECU, relays, condenser fan, charge level, outside temperature, or wiring in between.
