97 Stock Civic Del Sol won't start after not driving it for 4 days.

97 Stock Civic Del Sol won't start after not driving it for 4 days.
97 stock civic del sol (non vtech)
Car turns but will not start.
Check engine light codes P0117, P1300, and P1399; along with all 4 codes for each individual cylinder misfiring.
Took the spark plugs out and 1-3 had oil on them but the fourth one was dry.
Tested plugs and they still work.
(Cleaned them off and still wouldn't start)
Oil level is fine.
Checked the fuel pressure and that was fine.(w/ half tank of gas)
Cam is turning.

For a engine to run it has to have: Gas, Spark, Compression and timing. From what you are discribing, sounds like your timing is off.
Your timing belt may have slipped. Need to check to ensure not only is the #1 piston at TDC when crank is at TDC, but also cam is at TDC (intake and exhaust valves for #1 are closed).
