I recently bought a 97 ex 5 speed. cel was on for iac so I checked it was new.this is my first civic so everything looked normal I didn't know when I bought it it was an ex or suppost to be a vtec but anyway heres the deal. after a lot of research its a ex car and someone put a d16y7 block with psf-7 head in the car it still has the y8 im for a manual and a p2e computer im not sure which wiring harness but I have a open connector I guess for the knock sensor a 2 wire iac hook up and I cant find anywhere for a vtec connection in the harness.. I took the im off checked everything reassembled still p1509 what do I have to do to fix the cel

A P2E computer is for a Y7 engine which has a 3-wire IACV. Your intake manifold has a 2-wire IACV on it, which needs a manual P2P computer to run it. If you use the P2P ECU to run a Y7 engine, you will have VTEC codes... trading one problem for another.
The proper way to resolve your issue is this:
Select an engine that you want to use. Make sure you have the engine harness that matches the chassis harness. This means that if the car was originally a '97 Civic EX manual, GET a '97 Civic EX manual engine harness if you do not already have one. If you choose to run a Y8 (VTEC) engine, everything will plug up and you should be fine. If you choose to run a Y7 (non-VTEC) engine, modify the EX engine harness to fit your needs. You will have to move the MAP and TPS wiring and add a wire for the 3-wire IACV (you could convert the VTS wire to the 3rd wire and move the pin at the ECU end and not have to open up the entire harness).
WARNING: Forget the '99-00 engine harness... this is a common mistake made by many thinking that you can simply move XXXX engine with it's harness over to your car like you can in a '92-95 Civic. This is a fatally flawed assumption.
Good luck.
