97 civic lx won't rev past 3k.!!!
So I gotta d16y7 .needed a head gasket so I changed it and now it won't rev past 3k ...no CEL full of oil and water and timing is perfect ...what could I have done wrong? Compression is 145+ each cylinder

Not going over 3k is a classic symptom of the cam timing being a tooth late. Put the ECU test jumper in and set spark timing with a light. If the spark timing can't be brought in within the adjustment range, the timing belt is on wrong.

Oh hell well I don't have a light ,the marks line up perfectly though....hrmmm ....which way should I move it? The distributor is rotated forward or toward the bumber all the way to idle smoothly,it's not centered like I'd guess it should be

A scanner can't read the timing. It's only advising you how to set it. You need a timing light.
* Test jumper must be in place. The CEL should be on steady when you start the engine. If it is out, you don't have the jumper properly connected. If it is blinking codes, resolve the codes before proceeding.
* If the light has a dial, set it to zero and forget that it has a dial.
* Line up on the triple mark on the crank pulley. Usually the center one of the three is used.

I need wires?

Re: 97 civic lx won't rev past 3k.!!!
So the wife has an accord I just tried her plug wires and smh....nothing still same ...so I'm completely lost at this point, the only info that I left out is that I didn't have the head decked, but it ran just fine before and I never ran it hot so i figured itd be fine maybe that wasn't a good idea? This thing has beat me I've tried about everything under the sun and still will not going past 3k, I don't get it, it's really frustrating at this point..

I wouldn’t pull the head back off just yet. Do you have a scanner that can run graphs? It’d be a good idea to check the graph of the throttle position sensor (TPS), with the engine off and key on, by slowly depressing and slowly releasing the accelerator pedal while watching the TPS graph.
Also, this is a stupid question, but it happened to me years ago on a Dodge pickup... Do you have the throttle cable properly adjusted? If it’s not, the flap in the throttle body (TB) won’t open completely. Can you check to see if you can move the throttle linkage at the TB by hand and if that will allow it to rev higher?
