Specifically check those two fuses. Use a multimeter to voltage test the two installed fuses. Both test tabs should read battery voltage.

Re: 97 civic lx radio issue please help
fuses are fine. i was told that the issue is between the ignition switch and the radio not the starter and the radio. so i need to know if there is a relay that i can replace in there some where or if i need to just replace the ignition switch all together

You are having issues with your secondary switched power source connection and it could also be a fault in the factory radio.
Your best solution is to use a add a fuse circuit to your under the dash fuse box for switched ignition power supply so that the radio turns on only with the car and accessories.
You could also use a multi meter to test the voltage at the back of the radio from the plug. Disconnect the radio and insert the positive tester into the the female plugs to test electical current.
There are lots of posts on how to add accessories to be switched with the ignition, and lots of threads on how to replace the factory radio.
It sounds like you probably have never taken the dash or ac controls apart and just want an immediate answer for us to fix your car, which unfortunately we can not do from a keyboard. Your radio harness is most likely frayed or incorrectly attached.
