97 civic ex D16Y8 help please

I bought a 97 civic ex a couple weeks ago and have been working on it. Done a ton of maintenance and fixing it up good. Just put full exhaust and header and I did intake. I want to get ready for a turbo set up, that's no problem for me. However I'm new to modifying Hondas as I'm used to GM. I realise I'll need to tune my ECU to support the turbo and run efficient... How do I go about tunning my car? Can you tune the stock ECU? What do I need, and if you could tell me exactly what I need that'd help thank you

You have an OBD2 ecu and OBD2 Honda ECU's are not flashable (programmable) so can not be tuned.

You have to convert your car to OBD1 with a conversion harness and an OBD1 ECU. The OBD1 ECU's can be chipped and tuned.

This may pose an issue with emissions as you are an OBD2 VIN car.

I live in Illinois. Is there a way to cheat emissions with OBDI on my civic?

No clue, you will have to research your emissions regulations.

If they plug in a scanner, no.
