Default 97 Civic Dx Driveability problems

My little brother's car started acting crazy yesterday.
It will suddenly start running rough, and he can't drive over about 20mph.
The speedometer will jump everywhere, and he says the lights will dim/get bright every half second or so.
Any Ideas?

It got so bad that he dropped it off at a shop yesterday because he couldn't
make it home. They said they replaced a couple of fuses and tightened the battery cable. The car drove fine last night until it was warm, then it started again.

Now that I asked they say a high voltage spike code was stored.
Hmm. . y didn't they mention that before?
They say the fuses are probably blown again and it might be the alternator.
This doesn't sound right to me.
I don't have the car at the moment,
but I am trying to determine what tests to perform when I do.

Can't really advise you if the car is at the shop. Ask them for the specific code it was throwing.

Just wanted to follow up on this.

It turned out there was a ground cable somewhere in the engine compartment that was loose and had insulation in poor shape. It was intermittently arching to the engine block.

Sounds like the fuse 15 TSB problem.
