I'm having the same problem in my 97 DX hatch. Did you ever figure out what yours was? My dash doesn't work AT ALL. No lights, no gauges, no odometer or trip odometer. Nothing. I'm really thinking it's a grounding issue cuz supposedly from the diagram I read, my ACC socket (cigarette lighter port) is also grounded at the same ground (G401) as the cluster and my ACC socket was out too. I fixed my ACC by making my own ground so that I'd at least have power for my GPS which is also a speedometer. I'm getting power to all fuses, especially 15, 25, and 30.
