All '92+ EX Civics have a VTEC engine from the factory.
EJ6 = not an EX. A '96 EX is an EJ8.

The 96 civic ex is an ej8. And yes it is quite possible. If the motor blew up and someone replaced it with a non VTEC because they couldn't afford a stock engine.
