96 Ex with B16A2 swap, feels sluggish and idles really low at times. Help

Default 96 Ex with B16A2 swap, feels sluggish and idles really low at times. Help

A friend of mine has a 96 civic with a b16 swap. When you drive it, sometimes it feels really sluggish and it does not want to go. I was at a stop light and I just drove i took it to 3 grand and it felt like it was lagg and struggling for a bit not wanting to pass 3k then after that it's drives normal. It usually idles at 800-900 but at times it's down to 100-200 and that is not normal because this never happened before.
